About the project
The Young Entrepreneurs Synergy (YES!) Network for Georgian-Azerbaijani Cross-Border Cooperation project is a one-year initiative implemented by the Civil Society Development Agency (CiDA) in Georgia and the West-Resource Civil Society Development Support Public Union (GRUPU) in Azerbaijan.
The project is funded by the European Union (EU) under the Eastern Partnership Territorial Cooperation (EaPTC) Georgia-Azerbaijan program. This program allows the Eastern Partnership countries to identify and jointly address common problems in the border areas.
The aim of the project is to create a favorable environment for increasing cross-border economic cooperation and expanding economic and social ties, and to help improve living conditions in the Georgian-Azerbaijani border areas.
It is intended for:
Establish a network of local stakeholders to plan and promote the economic revitalization of border areas
Involve young entrepreneurs in cross-border economic cooperation and capacity building activities
Strengthen local business communities to play an active role in enhancing their values such as intercultural tolerance, gender equality and environmental protection.
Geographical area of the project: Georgia - Gardabani Municipality, Kvemo Kartli region, Sagarejo Municipality, Kakheti region. Azerbaijan - Gazakh and Agstafa Municipality, Ganja-Gazakh economic region
Purpose of appointment
West-Resource VCID PU is looking for a consultant or advisory team responsible for developing the Joint Action Plan for Municipal Priority Documents and Trans-Border Cooperation in accordance with the highest international standards and supporting the Working Groups established under the project in the target areas.
Duties of the appointment:
1. Develop the knowledge and skills of the members of the Municipal Working Group to create / update the Municipal Priority Documents and Action Plan for Trans-Border Cooperation
1.1. Explain the basics of local development
1.2. Determining the importance of strategic planning and local economic competitiveness for development
1.3. Provide information on the local and regional development planning process
1.4. Explain the basics and benefits of cross-border cooperation for economic development
2. To simplify the process of preparation of Municipal priority documents in Gazakh and Agstafa 2 target municipalities by identifying the following items:
2.1. Priority sectors of the local economy with the potential for competitive advantage in cross-border trade;
2.2. The role of young entrepreneurs, especially women, in local economic development
2.3. Potential business ideas that can be used through cross-border trade or investment; as well as those affected by cross-border production practices (eg river pollution)
2.4. Other ongoing initiatives, in particular the existing Municipal Priority Documents and the priority requirements expressed by citizens during intra-district meetings, should be reflected in the documents.
3. Facilitate the process of developing an Action Plan for cross-border cooperation between Azerbaijan and Georgia
3.1 You can select three municipal HR representatives (including one Local Government Representative) to participate in the development of the Action Plan for cross-border economic cooperation with representatives of other local Working Groups.
3.2 Facilitate the coordination of representatives of each of the target areas (Gardabani, Sagarejo, Gazakh, Agstafa) to establish personal contacts and present their priority documents, as well as key organizations and business initiatives in their communities.
3.3 Identify prospects for cross-border cooperation in selected priority economic sectors involving young people
3.4 Identify models of collaboration and networking among young entrepreneurs, especially women living in target areas
3.5 Describe problems that hinder cross-border economic cooperation (eg, lack of transport links).
The consultant or advisory group should ensure the participation of local stakeholders, such as young entrepreneurs, civil society organizations, local governments, and youth clubs.
Practical results:
The selected Consultant or Group of Consultants will be responsible for:
1. Prepare and finalize Municipal Priority Documents for Gazakh and Agstafa districts
2. Ensuring the implementation of the Joint Action Plan for Trans-Border Cooperation through the coordination of individual priority documents
